We are thrilled to announce the lineup of speakers for the Bluegrass Community Bankers Association (BCBA) Annual Conference, set to take place from August 17-19 in Hopkinsville, KY. Our outstanding list of speakers brings together industry experts, government officials, and thought leaders to share valuable insights and perspectives relevant to our community banking landscape.​

US Representative Brett Guthrie, United States Representative (KY)
​
Congressman Brett Guthrie represents Kentucky's Second Congressional District in the U.S. House of Representatives. The Second District is the home of the birthplace of Abraham Lincoln, Mammoth Cave National Park, and Fort Knox.
​
Guthrie was recognized for his leadership and was elected by his colleague to serve as the Chairman of the House Committee on Energy and Commerce for the 119th Congress. The Energy and Commerce Committee is the oldest standing legislative committee in the House with broad jurisdiction over our nation’s energy, the environment, health care, telecommunications, and consumer product safety policies.

Recognized for his proven leadership, Guthrie has served as a Deputy Whip within the House Republican Conference for three terms.
​
Guthrie graduated in 1987 from the U.S. Military Academy at West Point and went on to serve as a Field Artillery Officer in the 101st Airborne Division – Air Assault at Fort Campbell. Guthrie later earned a Master's Degree from Yale University in Public and Private Management.
​
Following his military service, he joined Trace Die Cast, the Bowling Green, Ky., based manufacturing business that was started by his father.
First elected to public office in 1998, Guthrie represented the 32nd District in the Kentucky Senate until being elected to the U.S. House of Representatives in 2008.
​
Married to the former Beth Clemmons, they have three children, Caroline, Robby and Elizabeth. Brett and Beth are also the proud grandparents of Rowan and Laine, daughters of Caroline and her husband Ryan, and Oliver, son of Robby and his wife Jessica.
Milton Bartley, Co-founder, President, and CEO of ImageQuest

Milton Bartley is the Co-founder, President, and CEO of ImageQuest, a Nashville-based Information Security Advisory and Managed IT Services firm. Milton and ImageQuest provide clients with expert guidance on risk assessment and mitigation – and take a partnership approach to their relationships. Under Milton’s leadership, ImageQuest is a pioneer in assisting clients in evaluating, selecting, and harnessing artificial intelligence to foster creative innovation within regulatory boundaries.
​
ImageQuest’s experience has led to invitations for Milton to present at industry conferences, where he is recognized as a dynamic speaker on topics such as cybersecurity, IT compliance, and the practical and secure application of emerging AI technologies.
​
Since Milton co-founded ImageQuest in 2007, the company has been a repeat honoree on the Inc. 5000 list, and on the CRN Security 100 list.
​
Milton leads a team of more than 50 professionals at ImageQuest and serves as a virtual Chief Information Security Officer for client banks. He also is currently president of the FBI’s InfraGard Middle Tennessee Members Alliance and active with the national InfraGard Cyber Finance Working Group. His career spans roles from regional technology sales leadership to national sales operations for a global technology firm, with foundational experiences in the United States Army.

Milton holds a Bachelor of Arts in History from Virginia Tech and an MBA from Xavier University. His commitment to excellence and innovation, coupled with his extensive experience, is the driving force behind ImageQuest's success in the industry.
Ann Renee Campbell, CRCM, Senior Vice President, Bankers Service Corporation
​
Ann Renee Campbell has 15 years of community banking experience in retail, credit, finance, operations, loan processing, internal audit, compliance and BSA. She has spent the last nine years with Bankers Service Corporation providing audit and consulting services for community banks, primarily focused on compliance.
Tim Daly, Vice President, Relationship Manager Great Lakes for the Independent Community Bankers of America

Tim Daly is Vice President, Relationship Manager Great Lakes for the Independent Community Bankers of America® (ICBA). As an ICBA member relationship officer, Daly ensures ICBA members have the information and tools they need to make the most of their membership. He also works with non-members to showcase how ICBA can help them meet their business objectives.
​
Daly has nearly three decades of financial services experience, which he applies to help member banks address industry challenges and meet their business goals. Specifically, Daly has a strong background in technology, allowing him to help community banks assess their core processing needs.
Prior to joining ICBA in 2014, Daly spent most of his career in the bank data processing industry, working for companies such as Indiana Information Controls, CSI and Fiserv. Daly is active in his community coaching youth sports and is a former the city councilman in Valparaiso, Ind.

Daly has a Bachelor of Arts in marketing from St. Joseph’s College and a Master of Business Administration from Indiana University.
Marni Rock Gibson, Commissioner & Securities Administrator of the Kentucky Department of Financial Institutions
​
Marni Rock Gibson, Commissioner & Securities Administrator of the Kentucky Department of Financial Institutions, has over twenty-five years of experience in the financial services sector and its regulations. After spending time in the industry, she joined the Kentucky Department of Financial Institutions in 2009. Marni has supervised all three divisions within the agency as well as served in the role of Deputy Commissioner for many years. She was appointed Commissioner in September 2023.
During her time with the department, Ms. Gibson has served on numerous national committees and working groups across the financial services spectrum. In 2024, Marni was voted the North American Securities Administrators Association (NASAA) President-Elect after serving three terms on the Board of Directors. She will take over as President in September of this year. In addition, Marni is a board member on the Kentucky Financial Empowerment Commission, Governor Beshear’s Team Kentucky Medical Cannabis Working Group, and Eastern Kentucky University’s Banking Program Advisory Committee.
Steffani Jenkins, Director, CRA Support Services, ICBA CRA Solutions

Steffani Jenkins is Director, CRA Support Services, for ICBA CRA Solutions. She has over 20 years of experience in CRA, serving in multiple capacities, including Community Development Manager, CRA Analyst, and Deputy CRA Officer. Most recently, she served as the Community Development Director for a large bank for thirteen years.
​
In her current position, Steffani is responsible for assisting banks of all asset sizes with training, analysis, and recommended enhancements to optimize CRA activities. She offers webinars to banks and also through ICBA’s Education Department on the CRA. She also frequently speaks at state banking association conferences on CRA topics. Additionally, she serves as moderator of the CRA Collaborative peer group for CRA professionals.
Scott Kimel, Vice President, First National Bankers Bank

Scott is a graduate of the University of South Florida and has worked for and with community banks in the investment area for the past 21 years. Scott was instrumental in developing FNBB’s partnership with ICBB, working primarily with community banks throughout the Commonwealth and West Virginia. He is married to Jenny and has two grown children.

William Kurtz, F.B.I., Supervisory Special Agent​
​
Supervisory Special Agent William Kurtz joined the FBI in 2008 as an Intelligence Analyst in the Counterterrorism Division at FBI Headquarters in Washington, D.C. Will served for 6 years as an analyst and served as an FBI Detailee to the CIA’s Counterterrorism Center. In 2014, Will was assigned to FBI Louisville / Bowling Green Resident Agency as a Special Agent where he investigated health care fraud, white collar fraud, and violent crime. In July 2021, Will was promoted to Supervisory Special Agent. In this capacity, Will oversees Bowling Green, Hopkinsville, Owensboro, and Paducah Resident Agencies and is responsible for FBI activities across 43 counties of Western Kentucky. From 2023 – 2025, Will served as the Unit Chief of the Public Corruption Unit at FBI Headquarters, with oversight and program management responsibility for the FBI’s Public Corruption, Environmental Crimes, and Fraud Against the Government programs. Will returned to Bowling Green, KY in March 2025, where he resumed his role as the Supervisory Special Agent.

State Representative Michael Lee Meredith, Chairman of Banking and Insurance Committee, Kentucky House of Representatives

Michael Lee Meredith was raised on a small beef cattle farm in Edmonson County. He graduated from Edmonson County High School, earned a bachelor’s degree in business management from Western Kentucky University, and began working at the Bank of Edmonson County at just 16 years of age.
Today, Michael Meredith represents the 19th House District in the Kentucky General Assembly. He has run for public office eight times, at the state and local level, and won eight times. A true workhorse in Frankfort, Representative Meredith has consistently maintained a razor-sharp focus on common-sense, conservative principles.
During his time in Frankfort, Representative Meredith has worked to remove job-killing regulations, supported legislation to lower taxes that hamper growth, and continues to be a strong voice for our Veterans and first responders. Currently, Representative Meredith chairs the House Banking and Insurance Committee, which he was reappointed to chair by his peers. He is also co-chair of the Interim Joint Committee on Banking and Insurance.
Kathleen Navin, CBE, Senior Business Economist, Federal Reserve Bank of St. Louis
​
Kathleen Navin, CBE is a Senior Business Economist at the Federal Reserve Bank of St. Louis in the division of Supervision. Kathleen’s responsibilities pertain to analyzing and presenting on economic and banking conditions in the United States and regionally.
Prior to joining the Federal Reserve Bank of St. Louis, Navin held the position of Economics Executive Director in US Economics at S&P Global Market Intelligence, joining the firm through the acquisition of Macroeconomic Advisers. In this role, she produced analysis on economic data and forecasts related to the US economic outlook and developed alternative macroeconomic scenarios for use in bank stress testing. She was previously a Research Associate at the Federal Reserve Bank of Kansas City in the division of Macroeconomics and Monetary Policy. Navin graduated with a Bachelor of Science degree in Economics in 2007 from the University of Missouri, where she went on to earn a Master of Arts degree in Economics in 2008.
Navin is an active member of the National Association for Business Economics (NABE), currently serving as a Director on the Board of Directors. She became a member of NABE’s inaugural class of Certified Business Economists in 2015.
Joe Schneider, Senior Vice President, Affiliate Relations, Independent Community Bankers of America (ICBA)
​
Joe Schneider is Senior Vice President, Affiliate Relations for the Independent Community Bankers of America (ICBA). In this role he serves as the primary liaison between ICBA and its 44 affiliated state associations, to advance their common goal of creating and promoting an environment where community banks flourish.
Schneider provides strategic planning services, working with staff and leadership at the state and national level, to disseminate information on important policy positions focusing on mission, resource management, and membership value. Working with ICBA executive leadership and key staff, Schneider manages speaking appearances and ICBA’s presence at state association conventions nationwide while coordinating government relations briefings for state associations and their membership.
Before joining ICBA, Schneider was the director of associate member services with the National Association of Home Builders where he was responsible for managing programs and services for their membership.
Schneider has a bachelor’s degree in Psychology from Loyola University of Chicago.
Lucas White, Immediate Past Chairman, Independent Community Bankers of America (ICBA)

With over 30 years of experience, Shonda Sammons works with employers and employees to provide coaching, guidance, and expertise to build brand advocates. Shonda takes a hands-on approach to gaining a thorough understanding of a company’s strategic and branding focus, fosters abilities in employees, and uncovers hidden advantages in a company’s existing workforce.
Shonda focuses on helping companies identify in-house talent, matching skill sets of employees to job responsibilities, evaluating recruitment efforts, and converting everyday order-takers into enterprising champions. She is also the author of a tracking program that offers the ability to manage advocate relationships and to track cross-sells and referrals company-wide.
